Phil Lawrence writes The Decline File, an independent resource on high-risk card processing for operators that ordinary acquirers will not board. The work covers payment gateways, merchant accounts, chargebacks, rolling reserves, MATCH / terminated-merchant files, and no-KYC settlement that still runs on card-network rails.

Research here is documentary, not underwriting. Pages are built from published provider pricing, public acceptable-use policies, card-network rulebooks, and government materials such as FTC, CFPB, FinCEN, ATF, and FDA pages. Fee tables use the provider’s stated percentages and subscription amounts. Industry ranges for reserves and holds are labeled as typical ranges when a specific acquirer quote is not available.

The site recommends one gateway, RiskPay, and discloses an affiliate commission on those links. That commercial relationship does not change the published math: who should not use the rail, where Scale is never cheapest, and which verticals remain illegal or uneconomic regardless of settlement speed.

What this author has not done is as important as what is on the page. Phil Lawrence has not worked as a bank or ISO underwriter, has not sat on a card-network risk committee, and has not tested every high-risk provider in the market.
